Can I use webbing or rope to stabilize the Sked-Evac tripod rather than a chain?

Yes you can but you must realize that webbing can be cut easily so careful attention to prevent anything from cutting it is paramount. Nylon webbing and ropes are strong but if they come in contact with many chemicals they can rapidly degrade causing premature unexpected failure. We never know what liquids on the floor may be. If webbing or rope come into contact with them it could be disastrous. Sked-Evac tripods utilize chain for that reason.
